The new Commission Regulation (EU) 2024/996 of 3 April 2024 amending Regulation (EC) No 1223/2009 of the European Parliament and of the Council as regards the use of Vitamin A, Alpha-Arbutin and Arbutin and certain substances with potential endocrine disrupting properties in cosmetic products. Here are the new restrictions:
The use of Retinol, Retinyl Acetate and Retinyl Palmitate should be restricted to a maximum concentration of 0,05 % in body lotion and 0,3 % in other leave-on and rinse-off products. In addition, a warning should be included to inform consumers already exposed to vitamin A from food and food supplements of the possibility of overexposure from the use of such compounds. From 1 November 2025 cosmetic products containing these substances and not complying with the conditions shall not be placed on the Union market. From 1 May 2027 cosmetic products containing these substances and not complying with the conditions shall not be made available on the Union market.

레티놀, 레티닐 아세테이트 및 레티닐 팔미테이트의 사용은 바디 로션에서 최대 농도가 0.05%로 제한되고, 다른 leave-on 및 rinse-off 제품에서는 0.3%로 제한됩니다. 또한, 음식 및 영양 보충제에서 이미 비타민 A에 노출된 소비자에게 해당 화합물 사용으로 인한 과다노출 가능성을 알리기 위해 경고가 포함되어야 합니다. 예시: Contains Vitamin A. Consider your daily intake before use
2025년 11월 1일부터는 이러한 물질을 함유하고 있으나 함량이나 문구 조건을 충족시키지 않는 화장품은 EU에 시장에 공급할 수 없습니다.
2027년 5월 1일부터는 이러한 물질을 함유하고 있으나 조건을 충족시키지 않는 화장품은 EU 시장에서 구매할 수 없게 됩니다.
